Azure DevOps for Jira connects Azure DevOps and Jira: see Azure DevOps development activity on Jira work items, and keep work items in sync between the two systems.
These are two independent capabilities - you don't need both. Dev Activities surfaces branches, commits, pull requests, builds, and deployments on a Jira work item without changing anything on it. Work Item Synchronization instead keeps the work items themselves - fields, status, assignees - up to date across both systems.
